2026 Delegate Assembly Cluster Candidates
Article V, Section 3 of the NSEA Bylaws stipulates that locals with fewer than 26 active members shall be clustered for representation at Delegate Assembly. NSEA Board Policy requires that provisions for cluster delegates shall maintain the one-person, one-vote ratio standard for representation. To achieve this goal, all locals (within an NSEA Governance District) with fewer than 26 active members on January 15, 2026, are grouped together as a cluster and will elect an appropriate number of delegates to attend DA.
An online secret ballot election for clustered locals, of all properly filed candidates, will be held from March 8-17, 2026. The cluster delegate breakdown is:
| Capitol | 9 |
| Elkhorn | 10 |
| Metro | 1 |
| Panhandle | 7 |
| Sandhills | 9 |
| Tri-Valley | 10 |
